What part does the organization and we on the local level play in the scheme of things?
We are talking about two completely different functions.  First on the uppermost levels we are a voice for veteran's issues and a source of support and guidance for our infrastructure from National to local levels.  We make our concerns known at the local level and they are passed upward.  Second is the community and local post membership support and activities.  We at the local level contribute to the growth of our community by supporting local charities and activities and promoting Americanism and teaching the values so dear to being an American.
Who goes to the conventions?
Each post, district, etc. will appoint delegates to a convention.  In reality the delegate list is used for preregistration (reduced rate), voting and a head count for the host..  All members are encouraged to attend all conventions.  The main difference is that onsite registration cost a little more and if you are not a delegate, you cannot vote.
